Tom a 27-year homeowner in Oceanside has dedicated many years to serving the Oceanside community through volunteer leadership and civic involvement. His service includes 10+ years as a MainStreet Oceanside Board Member, 14 years on the MainStreet Design and Promotional Committee, 6 years with the MainStreet Fourth of July Committee, and 4 years on the Oceanside Downtown Advisory Committee (DAC). He has also supported the Oceanside Neighborhood Watch Program for 15 years and is currently President of Oceanside Pacific Kiwanis (OPK).760-583-9550 / tomdemooy4homes@gmail.com
Richard Fox / Vice President / Born and Raised in Oceanside

Richard was born at Camp Pendleton Naval Hospital and raised in South Oceanside. As owner of Richard’s Tire Shop in SouthO, he has long been dedicated to the community through service on the Downtown Parking Committee, Oceanside Transportation Commission, and Project Area Committee (PAC). He was named Oceanside Chamber of Commerce Business Person of the Year in 1997, featured in OSider Magazine’s “Oceanside’s Finest” in 2016, and honored as a 2025 Fourth of July Parade Hometown Hero. Since the 1990s, Richard has helped lead the South Oceanside Community and Merchants Group, bringing together residents, businesses, and the city on important neighborhood issues.
Colleen brings more than 20 years of public service experience with the Carlsbad Fire Department, serving as both a Fire Prevention Officer and Deputy Fire Marshal. She also served five years on the Board of the County Fire Prevention Officers Association, advancing from Secretary to President. A South Oceanside resident since 1982, Colleen has been actively involved in local community affairs for many years. She served a four-year term on the Oceanside Planning Commission and has been a strong advocate for South O through her involvement with local community and merchant’s groups for the past 15 years. Colleen is passionate about preserving South O’s unique coastal character, beach-town charm, and sense of community while supporting its continued vitality and success.
